Measuring tips

USDA measures cake flour dipped and unsifted at 137 g per cup. Sifted and spooned into the cup it weighs much less (many bakers use about 120 g), so for cakes it is safer to weigh it — and check whether your recipe says “sifted”.

These weights follow USDA (137 g per cup, measured by dipping the cup into the flour). If you spoon the flour into the cup and level it, a cup holds about 120 g — use 120 g per cup instead, or better, weigh it.
